LOCAL NEWSPAPER REGULATIONS

Commencement: 1st April 1958
Citation.
1. These Regulations may be cited as the Local NewspaperRegulations.
Registration of newspapers.
2. Every local newspaper shall be registered in accordance with theseRegulations.
Particulars to be furnished to Registrar (Form in Schedule).
3. In order to effect registration one of the persons specified inregulation 4 shall furnish to the Registrar the particulars specified in the Form in the Schedule and such other particulars (including specimensignatures and photographs) of the proprietor, printer, publisher, andeditor of any newspapers as the Registrar shall, in the absolute discretion,require, and shall certify the correctness of such particulars and of his owndescription.
Particulars to be certified by proprietor etc.
4. The particulars specified shall be furnished and certified by theproprietor, printer, publisher or editor of the newspaper.
Substituted particulars to be furnished and certified when any changeoccurs or any inaccuracy is discovered.
5. If any change occurs, or if any inaccuracy is discovered, in any ofthe specified particulars, the persons specified in regulation 4 shall, within 7days, furnish substituted particulars to the Registrar and shall certify thecorrectness of such substituted particulars and of their own descriptions:
Provided that if one of such persons complies with the requirements of thisregulation the obligations imposed by the regulation on any other persons shallbe deemed to have been discharged as regards the substituted particulars sofurnished.
Change of identity of editor.
6. A change shall be deemed to have occurred in the identity of theeditor if the editor is absent from Brunei Darussalam or if he ceasessubstantially to exercise the functions of an editor.

How a certificate is to be given in the case of a company or firm.
7. If the particulars are furnished by a company the certificate shallbe given by a director, manager, secretary or other officer of the company, and,if the particulars are furnished by a firm, the certificate shall be given by apartner of the firm.
Printing and publication prohibited unless regulations are compliedwith.
8. No person shall print or publish or act as editor of, or continueto print or publish or act as editor of, any local newspaper unless all therequirements of these Regulations with respect to such newspaper have beencomplied with:
[S 54/01] Provided that it shall not be a breach ofthis regulation to fail to register as a separate newspaper a news sheet orsheets which constitutes or constitute, in the opinion of the
Registrar, a later edition or editions of a registered newspaper.

Newspaper register.
9. The particulars furnished in accordance with the provisions ofthese Regulations shall be kept by the Registrar as a register or registers oflocal newspapers.
Fees for search, inspection and extract from register.
10. Any person may search and inspect any register of local newspaperson payment of
$1 for every such search and inspection and any person may require an extractfrom any such register to be certified by the Registrar on payment of $5 forevery such extract.
Registrar to despatch copies of particulars.
11. Upon the registration of any local newspaper, and upon the furnishing of any substituted particular, the Registrar shall despatch by registered post a copy of the particulars or particular toeach person named in such particulars or particular, addressed to the addressesor address specified in such particulars or particular.
Registration fee. [S 54/01]
12. A fee of $100 shall be payable on registration under regulation2.
Distribution of newspapers only.
13. No printed document, other than a newspaper or a documenthabitually forming part of a newspaper, shall be distributed in or with suchnewspaper without the consent of the Registrar.

Rate of interest on deposits.

14. The rate of interest to be paid on deposits lodged in accordancewith the provisions of section 3 of the Act shall be 2½% per annum.
Exemption.
15. The Minister may exempt any newspaper from all or any of theprovisions of these
Regulations.
Offences and penalties.
16. Any person who contravenes regulation 8 or 13 shall be guilty ofan offence: Penalty, imprisonment for 6 months and a fine of $1,000.
