NATIONAL REGISTRATION
(CONTROL OF PHOTOGRAPHS) REGULATIONS
Commencement: 1st March 1965
Citation.
1. These Regulations may be cited as the National Registration (Control of Photographs) Regulations.
Photographic requirements.
2. Every person taking photographs for the purposes of the NationalRegistration Act, shall comply with the following conditions —
(a) the paper used for photographs shall be of single weight, semimatt surface, unglazed and of a make approved by the Commissioner;

(b) the minimum thickness of paper shall be 0.076 millimeters and the maximum thickness 0.178 millimeters;

(c) the size of the photograph shall be 35 milimeters by 45millimeters and the photograph shall be without border. The full face and bothears of the person photographed shall appear and the image from the chin to thetop of the head shall be not less than 26 millimeters in a vertical position.The photograph shall be taken against a plain background and balanced lightingshall be used so that no shadows shall be shown;

(d) the photographs shall be finished in colour. No tinting, toningor retouching shall be permitted;

(f) the photograph of a person should be taken without his headgearbut any person who habitually wears a headgear in accordance with his religiousor racial custom may be photographed with his headgear provided that suchheadgear does not hide his features;

Offences and penalty.
4. Any person who fails to comply with these Regulations shall beguilty of an offence: Penalty, a fine of $500 or imprisonment for 6 months.
