PETROGRAD, July 3 (16), 1915
M. l'Ambassadeur,
I have the honour to inform your Excellency that I am authorised by the Imperial Russian Government to give an assurance to His Britannic Majesty's Government that Russian consular authorities resident in the United Kingdom of Great Britain and Ireland and the British dominions beyond the seas will be instructed as from the 19th July (1st August), 1915, to deliver, attest, and legalise, without charge or consular fee, and on condition of reciprocity, certificates of origin relating to British goods exported to Russia.
I shall be obliged if your Excellency will be good enough, in exchange, to furnish me with a similar declaration to the effect that His Britannic Majesty's consular authorities resident in Russia will be instructed, as from the same date, to deliver, attest, and legalise, without charge or consular fee, and on condition of reciprocity, certificates of origin relating to Russian goods exported to the United Kingdom of Great Britain and Ireland and the British dominions beyond the seas.

In a note dated the 3rd (16th) instant your Excellency was good enough to inform me that you are authorised by the Imperial Russian Government to give an assurance to His Britannic Majesty's Government that Russian consular authorities resident in the United Kingdom of Great Britain and Ireland and the British dominions beyond the seas will be instructed, as from the 19th July (1st August) 1915, to deliver, attest, and legalise, without charge or consular fee, and on condition of reciprocity, certificates of origin relating to British goods exported to Russia.
In taking note of this declaration, I have the honour to inform your Excellency that I am authorised by His Britannic Majesty's Government to give an assurance to the Imperial Russian Government that His Britannic Majesty's consular authorities resident in Russia will be instructed, as from the same date, to deliver, attest, and legalise without charge or consular fee, and on condition of reciprocity, certificates of origin relating to Russian goods exported to the United Kingdom of Great Britain and Ireland and the British dominions beyond the seas.
