EXCHANGE OF NOTES BETWEEN CANADA AND FINLAND CONSTITUTING AN AGREEMENT CONCERNING TRADE RELATIONS BETWEEN THE TWO COUNTRIES

OTTAWA, November 13, 1948
Excellency,
Conforming to the desire of the Government of Finland and the Government of Canada to extend and increase the flow of trade between their two countries, I have the honour to propose to Your Excellency, on behalf of the Canadian Government, that goods produced or manufactured in Canada shall enjoy in Finland the same treatment as would be enjoyed by similar goods, if produced or manufactured in the United Kingdom, so long as goods produced or manufactured in Finland are accorded in Canada treatment as favourable as that accorded to goods produced or manufactured in any other foreign country.
If your Government is agreeable to the above proposal, it is understood that the present note and Your Excellency's reply shall constitute an agreement between the two Governments which shall enter into force on the date of your reply and, if a Trade Agreement has not been concluded, shall remain in force for one year, and thereafter shall remain in force subject to termination by either Government at any time on giving three months' notice.

Sir,
I have the honour to acknowledge receipt of your note of November 13th, reading as follows:

In reply I have the honour to inform you that I am authorized by my Government to accept the proposal set forth in your note, and it is understood that your note and this reply shall constitute an agreement between our two Governments which shall enter into force on the date of this my reply and, if a Trade Agreement has not been concluded, shall remain in force for one year, and thereafter shall remain in force subject to termination by either Government at any time on giving three months' notice.
I avail myself of this opportunity to express to you, Sir, the assurances of my highest consideration.
