Sir,

I have the honour to refer to the discussions between officials of our two governments concerning the desire of the Government of the Union of South Africa to secure a release from the bound margin of preference of 10 per cent ad valorem on iron and nickel electrodes imported for the manufacture of batteries for miners’ safety lamps (South African tariff item 119(b) (vi)) which is guaranteed to Canada under the Trade Agreement between the Union and Canada signed at Ottawa on August 20th, 1932.

I understand that the Canadian Government are prepared to agree to a temporary suspension of the preference, and accordingly have the honour to propose that this Note and your reply to that effect shall constitute an Agree­ment between our two Governments for a temporary modification of the Trade Agreement between the Union and Canada signed at Ottawa on 20th August, 1932, which will have effect from to-day’s date and will remain in force for an indefinite period, but which will be subject to termination upon the expiry of six months from the date upon which either Government shall have given notice in writing to the other of its intention to withdraw therefrom.

I have the honour to acknowledge the receipt of your Note No. 32 of today’s date reading as follows:

“I have the honour ..................... withdraw therefrom.”

In reply I have the honour to confirm that your Note and this reply thereto shall be regarded as constituting an Agreement between our two governments, with effect from today’s date, for a temporary modification of the Canadian-South African Trade Agreement of 1932.
