EXCHANGE OF NOTES BETWEEN CANADA AND THE UNITED KINGDOM CONCERNING THE SUPPLY OF CANADIAN WHEAT FLOUR FOR EMERGENCY STOCKPILING IN THE UNITED KINGDOM

Excellency,
I have the honour to refer to the offer made by the Canadian Government to provide wheat flour for emergency stockpiling in NATO countries. The terms of that offer were set out by the Canadian representative at the meeting of the NATO Senior Civil Emergency Planning Committee which was held in Paris on October 15, 1958.
2. Negotiations have since taken place between Canadian and United Kingdom authorities on the proposal that Canadian wheat flour should be provided to the United Kingdom for storage in that country in accordance with the terms of that offer.
3. In order to bring into effect the understanding reached in those negotiations, I now have the honour to propose that this Note and your reply should constitute an Agreement in the following terms to take effect on the date of your reply:
(1) The Canadian Government shall provide 30,000 tons of wheat flour of a quality and specification suitable for long-term storage. The flour shall be delivered to Canadian ports, to be specified by the Canadian Government, which shall bear all costs up to the point of delivery.
(2) The United Kingdom Government shall assume title to the flour at the specified Canadian ports and shall thereafter be responsible for the handling and transportation of the flour to the United Kingdom and for its storage and maintenance in the United Kingdom and for its subsequent replacement by flour from any source when it is no longer fit for human consumption. All costs incurred from the time the title to the flour is assumed by the United Kingdom Government shall be borne by the United Kingdom Government.
(3) The United Kingdom Government's obligation in the preceding subparagraph to maintain a minimum flour stockpile of 30,000 tons shall cease in the event of an outbreak of general hostilities in Europe or in such other circumstances as may be agreed by the Canadian and United Kingdom Governments.

I have the honour to acknowledge the receipt of your Note of today's date setting out the Canadian Government's proposals regarding the provision of wheat flour for emergency stockpiling in the United Kingdom.
Upon instructions from my Government I have the honour to confirm the terms of the agreement set out in your Note and that your Note and this reply shall constitute an agreement between our two Governments which shall take effect from this day.
Accept, Sir, the renewed assurance of my highest consideration.
