CANADIAN EMBASSY

SANTIAGO, October 4, 1962

No. 54

His Excellency Dr. Sotero del Rio Gundian
Acting Minister of External Relations
Santiago, Chile

Sir,

I have the honour to propose to your Excellency, on instructions from my Government, that an Agreement be concluded between our two Governments to permit amateur radio stations of Canada and Chile to exchange messages or other communications from or to third parties under the following conditions:

Amateur radio stations of Canada and Chile may exchange messages or other communications from or to third parties, provided:

(a) such communications shall be limited to conversations or messages of a technical or personal nature, for which by reason of their unimportance, recourse to the public telecommunications service is not justified;

(b) the amateur radio stations exchanging such third party communications may not receive direct or indirect compensation of any kind;

(c) such communications shall be in direct accordance with the regulations covering amateur station operation in their respective countries.

This Agreement shall be subject to termination at any time on sixty days notice by either Government.

If the Government of Chile is prepared to accept the foregoing provisions, I have the honour to suggest that this Note and your reply thereto shall constitute an Agreement between our two Governments which shall have effect from the date of your reply.

Accept, Excellency, the renewed assurances of my highest consideration.
