Excellency:

I have the honour to refer to the Agreement signed at Washington, D.C. on January 22, 1964, between the Government of Canada and the Government of the United States of America relating to the establishment of the Roosevelt Campobello International Park and in particular to paragraph 12 of that Agreement, which provides as follows:

"This Agreement requires implementation by legislation in each country; it shall come into effect after the enactment of such legislation on a date to be fixed by an exchange of notes between the two governments."

The Parliament of Canada has adopted the legislation required to implement the Agreement in Canada, which legislation shall come into force on the 14th day of August, 1964. A copy of this legislation and of the proclamation of the Governor in Council relating to it are attached (1). It is understood that the necessary legislation to implement the agreement in the United States of America has also been approved with effect as of the 7th day of July, 1964.

The requirements of Article 12 of the Agreement thus having been met, I have the honour to propose that our two Governments agree that the Agreement shall come into effect on the 14th day of August, 1964.

I have the further honour to propose that, if your Government agrees with the foregoing, this Note and your reply shall constitute an agreement between our Governments to that effect.

Sir:

I have the honor to refer to your Note dated August 14, 1964 together with the attachments thereto, relating to the Agreement between the Government of the United States of America and the Government of Canada signed at Washington, D.C. January 22, 1964, on the establishment of the Roosevelt Campobello International Park.

I have the honor to confirm that the necessary implementing legislation, a copy of which is attached, (2) was approved in the United States of America July 7, 1964, that the Government of the United States of America agrees with the proposal of the Government of Canada that the Agreement shall come into effect on the 14th day of August, 1964, and that your Note and the attachments thereto, together with this reply and its attachment, shall constitute an agreement between our two governments to that effect.

Accept, Sir, the renewed assurances of my highest consideration.
