Your Excellency,
I have the honour to refer to discussions which I have held with Your Excellency, and to the proposal that there be formed a Joint Mexico-Canada Committee for the purpose of considering matters of common interest to the two countries in the political as well as in the economic and commercial fields.
The Joint Committee will also be able to consider, by mutual agreement between the two Governments, other questions; for example, those relating to cultural exchanges.
Each Government will be represented in the Joint Committee by senior officials and, when the occasion or the importance of the subject matter warrants, by the responsible Secretaries or Ministers of State.
The Committee shall meet periodically whenever it may be deemed appropriate by the two Governments, and in any case not less frequently than every two years.
The representatives for each meeting of the Joint Committee shall be selected by the respective Governments taking into consideration the agenda of the meeting in question.
The agenda for each meeting shall be drawn up at least one month in advance by mutual agreement of the two Governments.
It is understood that the Joint Committee will not take decisions, but will provide a forum for consultations between the two Governments.
If the above proposals are acceptable to the Government of Mexico, my Government will consider this Note, which is authentic in English and French, and Your Excellency's reply to me indicating your concurrence, as constituting an agreement between our two Governments which will enter into force on the date of Your Excellency's reply. This agreement may be terminated by either Government upon six months' notice to the other.
I take advantage of this opportunity to reiterate to Your Excellency the assurances of my highest and most distinguished consideration.

Dear Mr. Minister:
I have the honour to acknowledge receipt of Your Excellency's Note No. 111, dated November 22, 1968, the Spanish version of which is as follows:

In reply I am pleased to inform Your Excellency that my Government concurs with the proposal contained in the above mentioned note and therefore agrees that said note and this reply constitute an Agreement between Mexico and Canada for the formation of a Mexico-Canada Joint Committee which agreement enters into force on the date of this reply.
Accept, Excellency, the assurances of my highest consideration.
