EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF THE DOMINICAN REPUBLIC TO PROVIDE FOR THE EXCHANGE OF THIRD PARTY COMMUNICATIONS BETWEEN AMATEUR RADIO STATIONS IN CANADA AND THE DOMINICAN REPUBLIC

Excellency,
I have the honour to propose to Your Excellency on instructions from my Government, that an Agreement be concluded between our two Governments to permit amateur radio stations of Canada and the Dominican Republic to exchange messages or other communications from or to third parties under the following conditions:
Amateur stations of Canada and the Dominican Republic may exchange messages or other communications from or to third parties, provided
(a) the amateur stations exchanging such third party communications are not paid any direct or indirect compensation therefore; and
(b) such communications shall be limited to conversations or messages of a technical or personal nature, for which, by reason of their unimportance, recourse to the public telecommunications service is not justified.
If the Government of the Dominican Republic is prepared to accept the foregoing provisions, I have the honour to suggest that this Note, which is authentic in English and French, and your reply thereto shall constitute an Agreement between our two Governments which would come into force thirty days after the date of Your Excellency’s reply. This Agreement shall be subject to termination at any time on sixty days notice by either Government.

Excellency,
I have the honour to acknowledge receipt of your Note No. 24 of today’s date, with identical texts in English and French, by which you propose the conclusion of an Agreement between the Governments of the Dominican Republic and Canada, to permit amateur radio operators of the two countries to exchange communications from or to third parties under the following conditions:
Amateur stations of Canada and the Dominican Republic may exchange messages or other communications from or to third parties, provided
(a) the amateur stations exchanging such third party communications are not paid any direct or indirect compensation therefore; and
(b) such communications shall be limited to conversations or messages of a technical or personal nature, for which, by reason of their unimportance, recourse to the public telecommunications service is not justified.
In accordance with the suggestion contained in the aforesaid Note from Your Excellency, I am pleased to state that my Government accepts the above proposal and likewise agrees that the aforesaid Note and the present proposal constitute an Agreement which will come into force thirty days after the date of this communication. It is further agreed that this Agreement may be terminated by either of the parties, upon written notice to the other party sixty (60) days in advance.
