EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF ICELAND CONSTITUTING A RECIPROCAL AMATEUR RADIO OPERATING AGREEMENT

Sir,

I have the honour to propose, on instructions from my Government, that an Agreement be concluded between the Government of Canada and the Government of Iceland concerning the reciprocal granting of authorization to permit licensed amateur radio operators of either country to operate their stations in the other country, in accordance with the provisions of Article 41 of the International Radio Regulations, done at Geneva in 1959. It is proposed that an agreement with respect to this matter be concluded as follows:

(1) An individual who is licensed by his Government as an amateur radio operator and who operates an amateur radio station licensed by such Government shall be permitted by the other Government, on a reciprocal basis and subject to the conditions stated below, to operate such a station in the territory of the other Government.

(2) The individual who is licensed by his Government as an amateur radio operator shall, before being permitted to operate his station as provided for in paragraph 1, obtain from the appropriate administrative agency of the other Government an authorization for that purpose.

(3) The appropriate administrative agency of each Government may issue an authorization, as provided for in paragraph 2, under such conditions and terms as it may prescribe, including the right of cancellation at the convenience of the issuing Government at any time.

(4) The appropriate administrative agency of each Government may issue an authorization to a citizen of the other country on the same basis as it does to its own citizens, provided that the person in question has a fixed address while staying in the country.

If the Government of Canada accepts the foregoing conditions, I have the honour to propose that this Note and your reply to that effect shall constitute an Agreement between the Government of Iceland and the Government of Canada which shall enter into force on the date of your reply, and shall remain in force until terminated upon six months notice, in writing, by either Government.

Excellency:

I have the honour to acknowledge receipt of your Note of May 22, 1973 proposing that an agreement be concluded between the Government of Canada and the Government of Iceland on the reciprocal granting of authorization to permit licensed amateur radio operators of either country to operate their stations in the other country, in accordance with the provisions of Article 41 of the International Radio Regulations, done in 1959 at Geneva.

I am pleased to confirm that the Government of Canada is prepared to conclude such an agreement on the basis of the conditions outlined in Your Excellency's Note.

I have the honour to inform you that the Canadian Government accepts those proposals and agrees that your Note and this reply, the French and English texts of which are equally authentic, shall constitute an Agreement between the Government of Iceland and the Government of Canada which shall enter into force on the date of this Note and shall remain in force until terminated upon six months' notice, in writing, by either Government.

Accept, Excellency, the renewed assurances of my highest consideration.
