EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF THE UNITED STATES OF AMERICA CONCERNING THE OPERATION OF MOBILE SEISMIC OBSERVATORIES (PROJECT VELA UNIFORM)

I

OTTAWA, August 14, 1974

No. 136

The Honorable Allan J. MacEachen,

Ottawa

Sir:

I have the honor to refer to the agreement between our two governments concerning the operation in Canada of mobile seismic laboratories (Project VELA UNIFORM), as constituted by an Exchange of Notes, dated May 18, June 28 and 29, 1965, and subsequently extended by two Exchange of Notes dated June 26 and 27, 1968, and March 25 and April 5, 1971.

The United States Government would be grateful if the Government of Canada would agree to a further three-year extension of this agreement to cover the period from July 1, 1974, to June 30, 1977, on the understanding that:

(a) the number and location of long-range seismic measuring stations, the exchange of scientific data and other details would be agreed upon between the Defence Research Board (DRB) for Canada and the Advanced Research Projects Agency (ARPA) for the United States;

(b) in accordance with the practice followed in the past, equipment imported into Canada for this purpose would be returned to the United States after the research has been completed; and

(c) data obtained by operation of the equipment would be made available to the Government of Canada upon its request and results of the research program would be published in unclassified form.

If the foregoing proposals meet with the approval of the Canadian authorities, I have the honor to propose that this Note and your reply to that effect shall constitute an agreement between our two Governments to extend the agreement regarding mobile seismic laboratories for a further three-year period from July 1, 1974, to June 30, 1977, and to propose that this agreement shall enter into force on the date of your reply with effect from July 1, 1974.

Accept, Sir, the renewed assurances of my highest consideration.

William J. Porter
