EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF SPAIN CONSTITUTING AN AGREEMENT BY WHICH CANADA WILL BECOME A PARTICIPATING MEMBER STATE TO THE AGREEMENT ON THE PRECIPITATION ENHANCEMENT PROJECT (PEP) AND TO THE PROTOCOL OF EXECUTION DONE AT MADRID ON JANUARY 23, 1979

Your Excellency,

I have the honour to refer to the Agreement on Precipitation Enhancement Project (PEP) concluded between the World Meteorological Organization, the Government of Spain and other member states participating in the experiment, which was done at Madrid on January 23, 1979, and to the related Protocol of Execution, done at Madrid on January 23, 1979, which constitutes an annex to the aforesaid agreement.

Under the provisions of Section 17(a) of the Agreement any member state of the World Meteorological Organization wishing to become party to the Agreement and Protocol of Execution, for the purpose of participating in Precipitation Enhancement Project (PEP), is required to notify the Government of Spain accordingly.

I have the honour to inform Your Excellency that the Government of Canada has agreed to be a participating member state under the terms prescribed in the Agreement and Protocol of Execution. The name and address of the Canadian National Agency which will act as the designated cooperating agency for purposes of the agreement is as follows:

Atmospheric Environment Service,
Department of Environment,
4905 Dufferin Street,
Downsview, Ontario

The Canadian Government intends to commit a weather radar digitizer (to be interfaced to a weather radar supplied by the Union of Soviet Socialist Republics) and the technical manpower to operate and maintain this equipment.

If the foregoing provisions are acceptable to the Government of Spain, I have the honour to propose that this note, which is authentic in English and French, and Your Excellency's reply shall constitute an agreement between our two governments recording the fact that, pursuant to Section 17(a) of the Agreement on Precipitation Enhancement Project (PEP) of January 23, 1979, the said Agreement and related Protocol of Execution of January 23, 1979, shall become applicable to the Government of Canada as a member state of the World Meteorological Organization participating in the experiment, with effect from the date of Your Excellency's note in reply.

Please accept, Your Excellency, the assurance of my highest consideration.

I have the honour to refer to the Agreement on Precipitation Enhancement Project (PEP) concluded between the World Meteorological Organization, the Government of Spain and other member states participating in the experiment, which was done in Madrid on January 23, 1979, and to the related Protocol of Execution, done in Madrid on January 23, 1979, which constitutes an annex to the aforesaid agreement.

With reference to this agreement, I have the honour to acknowledge receipt of your signed Note of May 10, 1979, and have duly recorded that the Government of Canada has agreed to be a participating member state under the terms prescribed in the agreement and Protocol of Execution, and that the name and address of the Canadian National Agency which will act as the designated co-operating agency for purposes of the agreement is as follows:
