EXCHANGE OF NOTES BETWEEN CANADA AND THE HELLENIC REPUBLIC CONSTITUTING A RECIPROCAL AMATEUR RADIO OPERATING AGREEMENT
I
The Ambassador of Canada to the Minister of Foreign Affairs of the Hellenic Republic
ATHENS, August 4, 1980
No. 55
His Excellency Constantine Mitsotakis,
Minister of Foreign Affairs,
Ministry of Foreign Affairs,
Athens
Dear Mr. Minister:
I have the honour to propose that an Agreement be concluded between the Government of Canada and the Government of the Hellenic Republic concerning the reciprocal granting of authorization to permit licensed amateur radio operators of either country to operate their stations in the other country during their stay there, in accordance with the provisions of Article 41 of the International Radio Regulations, done at Geneva in 1959. It is proposed that an agreement with respect to this matter be concluded as follows:
(1) An individual who is licensed by his Government as an amateur radio operator and who operates an amateur radio station licensed by such Government shall be permitted by the other Government, on a reciprocal basis and subject to the conditions stated below, to operate such a station in the territory of the other Government.
(2) The individual who is licensed by his Government as an amateur radio operator shall, before being permitted to operate his station as provided for in paragraph 1, obtain from the appropriate administrative agency of the other Government an authorization for that purpose.
(3) The appropriate administrative agency of each Government may issue an authorization, as provided for in paragraph 2, under such conditions and terms as it may prescribe, including the right of cancellation at the convenience of the issuing Government at any time.
(4) The appropriate administrative agency of each Government may issue an authorization to a citizen of the other country on the same basis as it does to its own citizens, provided that the person in question has a fixed address while staying in the country.
If the Government of the Hellenic Republic accepts the foregoing conditions, I have the honour to propose that this Note, which is authentic in English and French, and your reply to that effect shall constitute an Agreement between the Government of the Hellenic Republic and the Government of Canada which shall enter into force on the date of your reply and shall remain in force until terminated upon six months notice, in writing, by either Government.
Accept, Mr. Minister, the renewed assurances of my highest consideration.
James R. Barker
Ambassador
II
The Minister of Foreign Affairs of the Hellenic Republic to the Ambassador of Canada
ATHENS, September 20, 1980
His Excellency Mr. J. R. Barker,
Ambassador of Canada
Athens
Dear Mr. Ambassador,
I have the honour to acknowledge receipt of your letter sub No. 55, dated August 4, 1980, reading as follows:
"Dear Mr. Minister,
(See Canadian Note No. 55 of August 4, 1980)
Accept, Mr. Minister, the renewed assurances of my highest consideration.
Ambassador"
Pursuant to Legislative Decree 1244/72 (Government's Gazette 181/A/1972) and in particular Article 3 thereof and Presidential Decree 271/76 and in particular Article 5 thereof, the Government of the Hellenic Republic is willing to conclude an agreement with the Government of Canada according to the terms of your above letter.
Therefore the Government of the Hellenic Republic considers that your above letter together with this present letter constitute an agreement between our two Governments which shall enter into force as from the date of this letter and shall remain in force until such time as either Government shall decide to terminate it by giving, in writing, six months' notice to the other.
Sincerely yours
Constantine Mitsotakis
