Excellency:

I have the honor to refer to communications between representatives of the Employment and Immigration Ministry of Canada and the Employment and Training Administration of the United States Department of Labor on matters concerning implementation of the Agreement between the Government of the United States of America and the Government of Canada on unemployment insurance benefits of March 12, 1942, as amended. These communications have related to an amendment to the above-mentioned Agreement judged mutually desirable to conform its cover­age for the United States to that of United States law. In order to make the necessary changes, I have the honor to propose that Article 1(A) (II) of the Agreement be amend­ed to read as follows:

"State" means any state of the United States of America, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, and any other United States territory agreed by the United States and Canada by Exchange of notes.

If this amendment is acceptable to your Government, the Government of the United States of America will regard this note, together with your reply note concur­ring therein, as constituting an agreement between the two governments, in force as of the date of your reply note.

Excellency,

I have the honour to refer to your Excellency's Note No. 407 of October 29, 1984 in which the United States of America proposed the amendment of Article 1 (a)(ii) of the Agreement of March 12, 1942 between the Government of the United States of America and the Government of Canada on unemployment insurance benefits. The Government of Canada agrees that Article 1 (a)(ii) of that Agreement be amend­ed to read as follows:

"State" means any state of the United States of America, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands and any other United States territory agreed by the United States and Canada by Ex­change of notes.

I am pleased to inform you that the proposals set forth in your Excellency's Note are acceptable to the Government of Canada and it is confirmed that your Note and this reply, which is authentic in English and French, shall constitute an Agreement between our two governments which shall enter into force on today's date.

Accept, Excellency, the renewed assurances of my highest consideration.
