PROTOCOL TO EXTEND THE LONG TERM AGREEMENT BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF THE UNION OF SOVIET SOCIALIST REPUBLICS TO FACILITATE ECONOMIC, INDUSTRIAL, SCIENTIFIC AND TECHNICAL CO-OPERATION
The Government of Canada and the Government of the Union of Soviet Socialist Republics,
Acknowledging the necessity of maintaining and promoting mutually beneficial business relations between Canada and the Union of Soviet Socialist Republics strengthening the atmosphere of mutual understanding and co-operation between the two countries,
Confirming their mutual will to expand their bilateral business relations on a stable, long-term basis,
Have agreed as follows:
ARTICLE I
The Long Term Agreement between the Government of Canada and the Government of the Union of Soviet Socialist Republics to Facilitate Economic, Industrial, Scientific and Technical Co-operation, signed on July 14, l976, is extended for a period of ten years, with effect from July 14, 1986.
ARTICLE II
The two Parties will, within the framework of the respective laws and regulations in force in both countries, facilitate research by interested organizations and companies in both countries of opportunities to expand bilateral business relations, having in mind the existence of favourable prospects for such relations, including the areas of trade in machinery, equipment and technology.
ARTICLE III
The two Parties will encourage the development of long-term business relations between organizations and companies of both countries based on the forms of cooperation mentioned in the Long Term Programme of Economic, Industrial, Scientific and Technical Co-operation between Canada and the Union of Soviet Socialist Republics signed on October 26, 1978, as well as on new forms co-operation, including scientific, technical and industrial co-operation and the establishment of joint ventures by Soviet organizations and Canadian companies.
ARTICLE IV
This Protocol shall enter into force on the date of its signature, with effect from July 14, 1986.
DONE in duplicate at Ottawa, this 2nd day of October, 1986, in the English, French and Russian languages, each version being equally authentic.
