Mr. Minister:
I have the honour to refer to the Films Coproduction Agreement between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of Canada signed in London on 12 September 1975 and to recent discussions concerning the desirability of extending the scope of the Agreement to take account of the increasing contribution which the film and video production industries of both countries are making to the development of their cultural, economic and technical exchanges.
As a result of these discussions, I have the honour to propose the following amendments to the Agreement:
(a) there shall be inserted, after Article 1 (1), the following definition:
"(1A) "film" means any sequence of visual images, irrespective of length or format, including animation and documentaries, produced either on film, videotape or videodisc, for distribution in theatres, on television, video-cassette, videodisc or any other form of distribution;";
(b) in paragraph (17) of the Annex, the words and figures "of paragraphs (4c), (5), (7), (8), (10) and (14)" shall be deleted.
If the foregoing proposals are acceptable to the Government of Canada, I suggest that this Letter and your reply to that effect in the English and French languages, the two texts being equally authoritative, shall constitute an Agreement between the two Governments. Each Government shall notify the other of the completion of any procedure required by its constitutional law for giving effect to this Agreement, which shall enter into force from the date of receipt of the later of these notifications.
I avail myself of this opportunity to renew to you, Mr. Minister, the assurance of my highest consideration.

I have the honour to acknowledge receipt of your Letter of July 9, 1985 which reads as follows:
"(See English Note of July 9, 1985)"
I have the honour to inform you that the foregoing proposals are acceptable to the Government of Canada who therefore agrees that your Letter and this reply, which is authentic in English and French, shall constitute an Agreement between the two Governments. I further accept that each of our two Governments notify the other of the completion of any procedure required by constitutional law for giving effect to this Agreement, which shall enter into force from the date of receipt of the later of these notifications.
I avail myself of this opportunity to renew to you, Sir, the assurance of my highest consideration.
