EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF CANADA AND THE MULTINATIONAL FORCE AND OBSERVERS CONSTITUTING AN AGREEMENT AMENDING THE AGREEMENT ON THE PARTICIPATION OF CANADA IN THE SINAI MULTINATIONAL FORCE AND OBSERVERS

Sir:
I have the honor to refer to the exchange of notes which we signed into force on June 28, 1985, regarding Canada’s participation in the Multinational Force and Observers (MFO), and in particular to paragraph 2 of Part I of the Terms of Participation annexed to my Note of that date. That paragraph sets forth agreed missions of the Rotary Wing Aviation Unit (RWAU) being contributed by Canada, and provides that missions additional to those therein stated may be subsequently agreed upon between the MFO and Canada.
Recent discussions have led to agreement that the RWAU will assist in ground handling of transient aircraft supporting or visiting the MFO, at the airfields located at el Arish, el Gorah, and Ras Nasrani, as may be required. I have the honor to propose, therefore, that paragraph 2 of Part I of the Terms of Participation be amended to include the following as a new, penultimate sentence:
“The RWAU shall assist in the ground handling of transient aircraft supporting or visiting the MFO, as required at the airfields located at el Arish, el Gorah, and Ras Nasrani, Arab Republic of Egypt, including the positioning and operation of ground support equipment alongside the aircraft under the direction and supervision of the aircraft commander or captain or appropriate crew officer.”
It is understood that this amendment shall be deemed an integral part of the Terms of Participation, and in all respects to be given effect consistent with the other agreed terms, and in particular paragraph 15 of Part II of the Terms.
If the foregoing is acceptable to Canada, I have the honor to propose that this Note, together with your reply to that effect, shall constitute an agreement between the MFO and Canada, effective on the date of your reply.

I have the honour to refer to your Note of 13 February 1986, concerning an amendment to Paragraph 2 of Part I of the Terms of Participation of Canada in the Multinational Force and Observers (MFO), annexed to the exchange of notes which we signed into force on June 28, 1985, which specifies an additional task to be performed by the Canadian Rotary Wing Aviation Unit (RWAU).
I have the further honour of conveying the approval of my Government with respect to the contents of your Note, and therefore concurring in your proposal that your Note, together with this reply, which is equally authentic in both the English and French languages, shall constitute an agreement between Canada and the MFO effective on this date.
