EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF THE UNITED STATES OF AMERICA CONSTITUTING AN AGREEMENT TO EXTEND THE AGREEMENT OF MARCH 13, 1986 CONCERNING THE EXPERIMENTAL TRANSBORDER AIR SERVICES PROGRAM

DEPARTMENT OF EXTERNAL AFFAIRS

The Department of External Affairs presents its compliments to the Embassy of the United States of America and has the honour to refer to the exchange of letters of March 13, 1986, constituting an Agreement between the Government of Canada and the Government of the United States of America concerning the Experimental Transborder Air Services Program at Mirabel Airport. This agreement lapsed on August 21, 1987.

The Department has the honour to propose that the Experimental Transborder Air Services Program at Mirabel Airport continue until March 13, 1989. The Department has the further honour to propose that operations under the program be governed by the terms of the Agreement of March 13, 1986.

If the Government of the United States of America agrees to the foregoing, the Department proposes that this Note, which is authentic in English and French, together with the Embassy's Note in reply, shall constitute an Agreement between the two Governments which shall enter into force on the date of the Embassy's reply, with effect from August 21, 1987. Either Party may terminate this Agreement on six months' written notice to the other Party,

The Department of External Affairs avails itself of this opportunity to renew to the Embassy of the United States of America the assurances of its highest consideration.

The Embassy of the United States of America presents its compliments to the Department of External Affairs and has the honor to refer to the Department of External Affairs Note No. NAX-0060, June 22, 1988, which states:

"(See Canadian Note No. NAX-0060 of June 22, 1988)"

The Government of the United States of America concurs in the foregoing and agrees that Department of External Affairs Note No. NAX-0060, dated June 22, 1988, and this Note in reply shall constitute an Agreement between our Governments which shall enter into force on the date of this reply, effective from August 21, 1987.

The Embassy renews to the Department of External Affairs the assurances of its highest consideration.
