His Excellency Edward N. Ney,
Ambassador of the United States of America,
Ottawa

Excellency,

I have the honour to refer to the Treaty between Canada and the United States of America concerning Pacific Salmon signed at Ottawa on January 28, 1985, and to the Agreement concluded between Canada and the United States on August 13, 1985 concerning the implementation of Article XV, paragraph 3 of the Treaty.

The Pacific Salmon Commission, in paragraph 5) of its letter of February 17, 1989 to the Parties, has advised that the following understanding has been reached:

That paragraph C. of the August 13, 1985 Agreement be amended to read:

“C. Every four years from this date the Commission shall review the division of responsibilities set out above.”

I have the honour to propose that if the amendment set out in this Note is acceptable to the Government of the United States of America, this Note, which is authentic in English and French, and your reply to that effect, shall constitute an Agreement between the Government of Canada and the Government of the United States of America regarding the implementation of the Treaty and shall enter into force on the date of your reply.

Excellency:

I have the honor to refer to the Treaty between Canada and the United States of America concerning Pacific Salmon signed at Ottawa on January 28, 1985, and to the Agreement concluded between Canada and the United States on August 13, 1985, concerning the implementation of Article XV, paragraph 3 of the Treaty.

The Pacific Salmon Commission, in paragraph 5) of its letter of February 17, 1989, to the Parties, has advised that the following understanding has been reached:

That paragraph C. of the August 13, 1985, Agreement be amended to read:

I have the honor to inform the Government of Canada that the proposed amendment is acceptable to the Government of the United States and that your note and this reply constitute an agreement between the United States of America and Canada regarding the implementation of the Treaty, which shall enter into force on the date of this note.
