AGREEMENT BETWEEN THE GOVERNMENT OF CANADA AND THE GOVERNMENT OF THE UNION OF SOVIET SOCIALIST REPUBLICS CONCERNING VISITS ON MILITARY MATTERS
The Government of Canada and the Government of the Union of Soviet Socialist Republics, hereinafter referred to as the Parties;
Recalling their obligations to refrain from the use of force or threat thereof in their mutual relations as well as in their international relations in general, in accordance with the United Nations Charter and other international agreements;
Recalling the obligations they have assumed, in accordance with the Final Act of the Conference on Security and Cooperation in Europe, to promote mutual confidence through greater transparency in military matters;
Striving to establish a new pattern of relations between the Parties through the further development of bilateral contacts and to enhance cooperation and mutual understanding;
Have agreed as follows :
ARTICLE I
The Parties hereby establish a programme concerning visits on military matters, to be referred to as the Military Exchange Programme Between the Union of Soviet Socialist Republics and Canada.
ARTICLE II
Visits to be included in the Programme shall be as agreed during annual military staff talks between the Parties.
ARTICLE III
This Agreement shall come into effect from the date of its signing; it may be terminated upon three months notice in writing by either Party. It may be amended by mutual consent of the Parties.
DONE in Moscow this 20 day of November 1989 in two copies in the English, French and Russian languages, all texts being equally authentic.
