PROTOCOL TO THE AGREEMENT BETWEEN THE GOVERNMENT OF CANADA AND THE INTERNATIONAL FUND FOR IRELAND
THE GOVERNMENT OF CANADA AND THE INTERNATIONAL FUND OF IRELAND, (hereinafter referred to as the "Parties");
NOTING the often expressed support by the Government of Canada for peace and reconciliation in Northern Ireland;
ACKNOWLEDGING the valuable role played by the International Fund of Ireland in this process;
CITING the existing 1987 Agreement between the Government of Canada and the International Fund for Ireland;
RECOGNIZING the contributions already made by the Government of Canada to the International Fund for Ireland of $2,500,000 to enable the Fund to finance a Business Cooperation Programme, as described in Article III (b) of the Agreement, and $l,000,000 to finance a Youth Training and Exchange Programme, as described in Article III (a) of the Agreement, together which have met all obligations of Canada under the Agreement; and
CONCERNING the significant contributions raised by a private Canadian charity, the Ireland Fund of Canada (IFC), for purposes compatible with the objectives of the International Fund for Ireland;
HAVE REACHED the following agreement:
ARTICLE I
For the purposes of this Protocol:
"Agreement" shall be interpreted by the Parties to mean the Agreement between the Government of Canada and the International Fund for Ireland Regarding a Contribution by Canada to the Fund, done at Ottawa on April 27, 1987 and in force for Canada on that same date.
ARTICLE II
The Government of Canada shall make a final grant of $600,000 (Cdn) to finance the Canada-International Fund for Ireland Youth and Exchange Programme, as described in Article III (a) of the Agreement.
ARTICLE III
The Parties agree that upon payment of that sum, no further grants shall become payable by the Government of Canada, under the Agreement.
ARTICLE IV
1. This Protocol shall come into force upon signature and shall remain in force for the life of the Agreement, or until terminated by either Party upon six months written notice to the other; it may be modified at any time by mutual agreement.
2. Upon signature, this Protocol shall become an integral part of the Agreement.
DONE at Ottawa, this 25th day of March 1996, and in Belfast, this 27th day of March 1996, in the English and French languages, both texts being equally authentic.
