Dear Sir:

I have the honour to refer to your letter of January 16, 1995, regarding the lack of provision for employment in Canada for non-spousal dependants of officials of the Energy Institute of Countries Using French as a Common Language.

I have the honour to propose an amendment to Article IV (5) of the Headquarters Agreement, which would henceforth read as follows:

"(5) Members of the family forming part of the household of officials of the Institute may be authorized to hold employment in Canada, subject to conditions established by the Government of Canada."

I have the further honour to propose that this Note, which is equally authentic in English and French, together with your reply, shall constitute an agreement between the Government of Canada and the Cultural and Technical Cooperation Agency, amending their Agreement of November 17, 1988, regarding the Headquarters of the Energy Institute of Countries Using French as a Common Language, which shall enter into force on the date of your reply.

Dear Minister,

I have the honour to refer to your Note regarding an addition to the Headquarters Agreement of the Energy Institute of Countries Using French as a Common Language of a provision for employment in Canada for non-spousal dependants of Officials of the Institute.

I have the honour to agree with your proposal to amend the Article IV (5) of the Headquarters Agreement, which would henceforth read as follows.

«(5) Members of the family forming part of the household of officials of the Institute may be authorized to hold employment in Canada, subject to conditions established by the Government of Canada».

I have the further honour to agree that this Note, which is equally authentic in English and French, together with your Note, shall constitute an agreement between the Government amending their Agreement of November 17, 1988, regarding the Headquarters of the Energy Institute of Countries Using French as a Common Language, which shall enter into force on the date of this reply.
