Excellency,
I have the honour to refer to the Agreement Between the Government
of Canada and the Government of the Republic of Cuba on Hijacking
of Aircraft and Vessels and Other Offenses, done at Ottawa on
February 15, 1973, as amended (hereinafter referred to as
the 1973
Agreement).
I have the honour to propose that the 1973 Agreement be renewed with effect from February 15, 1993.
Pursuant to Article 5, paragraph 1 of the 1973 Agreement, I have the further honour to propose that Article 5, paragraph 2 be deleted and the following substituted thereof:
"2. This Agreement shall remain in force until terminated by either Party pursuant to paragraph 3 of this Article."
If the foregoing proposals are acceptable to Your Excellency's Government, I have the honour to propose that this Note, which is equally authentic in English and French, and your affirmative reply, shall constitute an Agreement between our two Governments which shall enter into force on the date of your reply.
I avail myself of this opportunity to renew to Your Excellency the assurances of my highest consideration.

Dear Minister:
I have the honor to confirm receipt of Your Excellency's Note dated February 12, 1998, which I have transcribed hereunder and which reads as follows:
“I have the honor to refer to the Agreement between the Government of Canada and the Government of the Republic of Cuba on Hijacking of Aircraft and Vessels and Other Offenses, done at Ottawa on February 15, 1973, as amended (hereinafter referred to as the 1973 Agreement).
I have the honor to propose that the 1973 Agreement be renewed with effect from February 15, 1993.
Pursuant to Article 5, paragraph 1 of the 1973 Agreement, I have the further honor to propose that Article 5, paragraph 2 be deleted and the following substituted thereof:

I am pleased to advise Your Excellency that my Government agrees with the contents of the Note transcribed above, it being agreed that, in accordance with the wording of the said Note that it and this response constitute the Agreement between both Contracting Parties to renew indefinitely from February 15, 1993 the Agreement Between the Government of the Republic of Cuba and the Government of Canada on Hijacking of Aircraft and Vessels and Other Offenses, done at Ottawa on February 15, 1973, and that this Agreement shall enter into force on this day.
I avail myself of this opportunity to renew to your Excellency the assurances of my highest consideration.
