AGREEMENT BETWEEN THE GOVERNMENT OF INDIA AND THE GOVERNMENT OF THE UNION OF SOVIET SOCIALIST REPUBLICS FOR SCIENTIFIC AND TECHNICAL
CO-OPERATION IN THE FIELD OF PEACEFUL UTILISATION OF ATOMIC ENERGY Vienna, 6 October 1961 The Government of the Republic of India and the Government of the Union of Soviet Socialist Republics, PROCEEDING from the friendly relations existing between the Republic of India and the Union of Soviet Socialist Republics, BASED on the principles of equality, respect for sovereignty and the internal affairs of Parties to the Agreement, of non-interference
in ATTACHING great importance to the utilization of atomic energy for peaceful purposes, and DESIRING to cooperate in this field, HAVE
agreed as follows Article 1 The Republic of India and the Union of Soviet Socialist Republics will co-operate in 1. Research connected with the development of atomic power reactors using natural uranium, breeder reactors using plutonium as well
as research on the Thorium-Uranium-233 cycle. 2. . Reciprocal exchanges of scientific and technical information and visits of specialists and training of Indian specialists in
the fields provided under the present Agreement. Article 2 The programmes, the duration of the research and the extent of participation of each party in the work of development of atomic power
reactors and research on the thorium-uranium-233 cycle will be further determined by the parties and formalised in Protocols to this
Agreement. Article 3 The Union of Soviet Socialist Republics shall supply to the Republic of India small quantities of natural and enriched uranium, uranium-233
and plutonium for conducting scientific research provided under this Agreement, in amounts and on dates to be agreed upon by the
Parties. Article 4 The Union of Soviet Socialist Republics will render technical assistance, to the Republic of India, if the Government of India makes
such a request in the mining of uranium ores by : (i) sending Soviet specialists to advise Indian organisations and on designing by them of mine development projects, (ii) supplying apparatus, equipment and instruments for prospecting and mining of uranium. Article 5 The Parties in accordance with the terms of this Agreement will co-operate in the exchange of scientific and technical information
in the field of plasma physics. The projects and programmes for such co-operation shall be mutually agreed upon by the Parties and
specified in Protocols to this Agreement. Article 6 The sending of Indian specialists to the Union of Soviet Socialist Republics and Soviet specialists to the Republic of India will
be carried out in fields, in numbers for periods and under conditions to be agreed upon by the authorised organisations of the Parties
to this Agreement. Article 7 The equipment, instruments, materials, designs and research services rendered and development projects as well as other forms of technical
assistance provided under the present Agreement will be paid for under the terms of the Indian-Soviet Trade Agreement now in force.
Article 8 The authorised organisations of the Parties to this Agreement will settle between themselves the plans of cooperation within the framework
of the present Agreement and will, conclude contracts stipulating detailed conditions for the fulfilment of obligations provided
under the present Agreement. Article 9 Parties to this Agreement will not transmit any secret technical documentation, information, apparatus and equipment received by one
party from the other under the terms of this Agreement to foreign physical or juridical persons and will ensure the security and
confidential character of secret technical documentation and information. SIGNED in Vienna this Sixth day of October 1961, in two original, documents, in English and Russian, both the texts being equally
