AGREEMENT BETWEEN THE GOVERNMENT OF INDIA AND THE GOVERNMENT
OF THE UNITED ARAB REPUBLIC FOR SCIENTIFIC AND TECHNICAL CO-OPERATION New Delhi, 7 September 1964 IN RECOGNITION of the ties which have existed between India and the United Arab Republic in the past, and INSPIRED by a common intention to establish closer relations in matters pertaining to science and technology, DESIROUS also of promoting and developing in every possible way a sound basis for such relations between the two countries, primarily
aiming at collaboration in those fields of science and technology, as will be of immediate mutual interest, in furtherance of Article
9 of the Cultural Agreement of 25th September, 1958 between the two Governments, HAVE decided to enter into this Agreement which will be implemented by the Council of Scientific and Industrial Research, India and
the Ministry of Scientific Research of the United Arab Republic. Article 1 In order to achieve a fruitful measure of cooperation in this direction, the respective two organisations have decided generally
on the exchange of scientists and technologists and to take the following steps in the implementation of this decision.(a) The establishment of mutual relations between the scientific and technical organisations of both the countries in selected fields, (b) The creation of facilities for the exchange of scientists, technologists and experts and their proper placement in concerned institutions
of the two countries, on a mutual and reciprocal basis, (c) Grant of fellowships to scientists and advanced students on a mutual basis, and (d) The import and export of scientific equipment and to consider how far for this purpose the present currency and other restrictions
can be overcome. Article 2 Each party undertakes to offer all necessary facilities to such of their advanced students and trainees as are willing to get practical
training in their respective fields of specialisation in the appropriate scientific and technological institutions of the other party.
Article 3 Both parties shall endeavour to make known to their peoples the achievements and progress in matters pertaining to science and technology
in the two countries and with this end in view they will encourage in a broad way free flow of scientific and technical knowledge,
exchange of their scientific publications and will by other means ensure free dissemination of scientific information, such as through
films, documentaries, etc. With a view to achieve this, the scientific documentation centres, libraries and museums of the respective
two countries, will exchange their literature and publications. Article 4 With a view to giving an effective shape to this collaboration, both parties agree to set up a Joint Scientific Board for the coordination
of their efforts in this direction.The Board will be constituted of a limited number of scientists and technologists of both the countries in equal proportion. To start
with there will be ten members, five from each side. The Board will meet once in a year. The Honorary Presidency of this Board will
be held in alternate years on the C.S.I.R. side by the Vice President, Council of Scientific and Industrial Research and from the
side of the United Arab Republic by the Minister of Scientific Research and as far as possible the representative of the country
where the Conference is held shall be the President for that year. The functions of the Joint Scientific Board will be as follows : (a) Formulation of general policy of scientific and technical cooperation between the two countries. (b) Drafting of proper plans of operation to make cooperation effective. (c) Study of the current programmes of scientific and technical research in both the countries and planning of cooperative programmes
of research of mutual interest. (d) Follow up action on the results of scientific and technical research achieved in special spheres of mutual interest. (e) Study of the methodology and approach in regard to the planning of scientific research in the two countries. Article 5 This Agreement will be implemented on the basis of the Plan of Implementation which is attached as an appendix. The Plan covers the
programme of exchange of scientists and technologists, their placement for research and training, and financial obligations of the
two parties. It may be reviewed from time to time by the Joint Scientific Board with such modifications as may be acceptable to them.
Article 6 This Agreement supplements the Cultural Agreement of the 25th September, 1958 between the Government of India and the Government
of the United Arab Republic and shall come into force on the date of signature.The Agreement shall remain in force for the same period as the Cultural Agreement of 25th September, 1958. DONE in duplicate in Hindi, Arabic and English, all texts being equally authentic except in the case of doubt when the English text

The Council of Scientific and Industrial Research of India may send some senior Scientists for a period of 3 months to work in

Both parties agree to send to the other party for short visits (2-3 weeks) some personnel responsible for planning and organisation
of research work. 4. Financial terms : (a) The sending Party will bear all travel expenses for outward and inward journey. The receiving Party will bear the cost of any
necessary travels within its country. (b) The receiving Party shall provide the visiting Scientists/Technologists/Trainees under the plan with free medical care. (c) It is understood that the Council of Scientific and Industrial Research of India grants : (i) A sum of between 450 and 500 rupees as a monthly scholarship for postgraduate trainees, working for not less than one year,
and any laboratory fees. (ii) A sum of between 50 and 100 rupees per day, for senior members visiting research laboratories, for a period of not more than
one year. In addition, accommodation expenses are also provided for both categories. (d) The Council of Scientific and Industrial Research of India provides undergraduate trainees and technical assistants with free
board, lodging and pocket money, and pays all educational fees. (e) The Ministry of Scientific Research of the U.A.R. will accord reciprocal treatment to holders of scholarships and senior members
invited to the U.A.R. in parallel with provisions stated in item (c). (f) Both parties will pay accommodation expenses to their guests on short visits. 5. General provisions : (a) Each party shall keep the other informed about the names of the persons to be sent, the relevant information about their detailed
specialization, biography, and their plan of work. (b) The dates of the sending of individuals or groups shall be agreed upon through direct correspondence. 6. The Joint Scientific Board when formed will have the authority to make any amendments or modifications of this plan. To start with,
