Excellency, I have the honour to say that, in fulfilment of the desire expressed informally by the German Academy of Sciences, Berlin, German
Democratic Republic, and the Council of Scientific and Industrial Research, New Delhi, India, for enhancing the friendly relations
between our two organisations by establishing and promoting relations between the two countries in the field of science, we agree
to the following plan of collaboration generally falling within the spheres of our two organisations : 1. The organisations shall assist each other in the furtherance of their objectives, more particularly in making available expert
reports and copies of lectures, and in arranging scientific consultations. 2. The organisations shall, as far as possible, regularly exchange information, published documents, photostat copies and microfilms
of literature relating to organisational set up and research and development projects of their institutions. The functions falling
under this clause will be performed on behalf of CSIR, India, by the Indian National Scientific Documentation Centre, NPL Building,
Hill Side Road, New Delhi, and on behalf of the German Academy, by their Institute of Documentation. 3. Subject to approval from the appropriate Government, invitations may be extended by each other for important scientific conferences
and seminars. 4. The organisations shall promote direct links in scientific matters between the institutes attached to them. Both declare their
readiness to render, as far as possible, assistance to each other in establishing contacts with other scientific institutions in
their countries. 5. The organisations shall exchange leading scientists for giving lectures and for familiarising themselves with scientific work in
each other's country. 6. The organisations shall place at each other's disposal places for the training of junior scientific personnel and opportunities
for participation in scientific investigations and similar activities. 7. The organisations shall place at each others disposal scholarships for further education of junior scientists. 8. This arrangement shall be given effect to by specific annual plans giving detailed proposals of the action to be taken each calendar
year. The annual plans shall be made and communicated before the l5th December of the preceding year by way of correspondence or
direct negotiations. The plan embodied in this letter will, in the first instance, be in force for five years from the date of receipt of your reply agreeing
to the plan, by the Council of Scientific and Industrial Research, India, and will stand extended by periods of one year each unless
one of the parties gives notice to terminate the arrangement six months before the date of its expiry. The plan may also be modified
or expanded at any time by mutual consent. Please accept, Excellency, renewed assurance of my highest consideration.

Annual Plan of collaboration for 1964 between the Council of Scientific and Industrial Research, India, and the German Academy of
Sciences, Berlin, German Democratic Republic. In accordance with clause No. 8 of the arrangement dated the 2nd February, 1964 the Council of Scientific and Industrial Research,
India, and German Academy of Sciences, Berlin, German Democratic Republic, agree that the plan for the year 1964 shall be as follows
: l. Two scientists/technicians working in the low shaft furnace project of the National Metallurgical Laboratory, Jamshedpur (India)
shall be deputed to the German Democratic Republic and German Academy of Sciences shall arrange their placement in similar plants
operating there for a period not less than 3 months. 2. Two scientists/technicians working on low shaft furnace in the German Democratic Republic shall be deputed to India and the CSIR
shall arrange for their placement in the plant operating in India for a period not less than 3 months. 3. The CSIR shall depute two scientists from the National Chemical Laboratory, Poona, and the German Academy of Sciences shall arrange
their placement in the Wolfen Intermediates and Dyes Plant for a period not less than 6 months. 4. The CSIR shall receive one scientist from the above plant to work in the National Chemical Laboratory, Poona, for a period not
less than 6 months. 5. The CSIR shall receive one pharmacologist to work in the Central Drug Research Institute, Lucknow, India. 6. The German Academy shall send two scientists to India to work in a laboratory/ laboratories of the CSIR for a period not less then
3 months. 7. The CSIR shall depute two Indian scientists to work in a laboratory/laboratories in the German Democratic Republic for a period
not less than 3 months. 8. In respect of persons mentioned under Clauses (1) to (7), it is agreed that the cost of international travel shall be met by the
Sponsoring Organisation, the cost of internal travel and board and lodging by the receiving organisation. The cost of board and lodging
and the allowances to be paid shall be in accordance with the schedules attached herewith. 9. The German Academy of Sciences shall assist the CSIR, India, in procuring an oceanic research vessel from the German Democratic
Republic against payment in Indian currency and on terms and conditions to be approved by the Government of India. The specifications
of the ship will be drawn up in consultation with the German Academy of Sciences. 10. The German Academy of Sciences shall assist the CSIR, India, in the procurement of optical instruments and high temperature resistant

Prof. Dr. S. H. ZAHEER Director General of the Council of Scientific and Industrial Research, New Delhi. Excellency, In the name of the German Academy of Sciences in Berlin, I have the honour to confirm your letter of February 2nd, 1964 on the scientific
relations between the German Academy of Sciences in Berlin and the Council of Scientific and Industrial Research. The details of
the agreement reached between us are enclosed once again with this letter. Instead of the Institute of Documentation as implementing organ of our Academy under point 2, I name the Department for Foreign and
International Affairs of our Academy. This solution is more convenient, since the fulfilment of the wishes of the Council will make
it necessary to call upon various quarters both inside and outside the Academy. I should like to express my great satisfaction that with this Agreement on the scientific cooperation between our institutions the
relations between our Academy and India have taken on a more concrete form than at any previous period in the 250-year history of
our Academy. We trust that this Agreement will serve both to closen the friendship between the peoples of Germany and India, and
to help scientific development in the Republic of India and the German Democratic Republic. Please accept, Excellency, renewed assurance of my highest consideration.

cooperation between the German Academy of Sciences in Berlin and the Council of Scientific and Industrial Research of the Republic
of India. The possibility of fulfilling points 1 to 4 is at present being checked. I would ask you to be patient in this respect,
