IN RECOGNITION of the ties which have existed between the Council of Scientific and Industrial Research, India and the Federal Council
for the Co-ordination of Scientific Activities of the Socialist Federal Republic of Yugoslavia.
AND INSPIRED by a common intention to establish closer relations in matters pertaining to science and scientific promotion of technology.
AND DESIROUS of a promoting and developing in all possible ways a sound basis for such cooperation between the two countries, primarily
aiming at collaboration in those fields of science and technology as will be of mutual interest and in accordance with the Agreement
concerning Cultural Relations between the Republic of India and the Federal People’s Republic of Yugoslavia signed at New Delhi on
11th March, 1960, the two contracting parties namely the Council of Scientific and Industrial Research, India and the Federal Council
for the Co-ordination of Scientific Activities of the Socialist Federal Republic of Yugoslavia agree as follows :
I. GENERAL DEFINITION
Article 1
The two parties shall cooperate in solving specific scientific problems of mutual interest and to this aim shall provide the necessary
assistance.
Article 2
The two parties shall establish direct links and exchange of experience among corresponding scientific institutions and individual
scientists.
Article 3
The actual contents, forms and ways of realisation of scientific cooperation shall be settled by means of biennial programmes.
II. COOPERATION IN SCIENTIFIC RESEARCH
Article 4
The cooperation in scientific researches shall be realised by scientific research institutions, which are collateral according to
their scientific profile and corresponding best to their possibilities and to the experience of scientists to the technical outfit
and other conditions that are necessary for ensuring dissemination of scientific information.
II. EXCHANGE OF SCIENTISTS
Article 5
The two parties shall exchange scientists so as to ensure scientific researches consultations, exchange of experience, scientific
improvement, participation in scientific meetings, delivery of lectures, assistance in organizational and scientific matters.
Article 6
The two parties shall train junior scientists and to this aim shall provide the trainees with opportunities for participating in scientific
investigations and similar activities.
Article 7
The invitations for national scientific meetings/congresses, conferences, advisory meetings, symposia and seminars shall be sent by
the inviting country at least three months before the meeting is going to take place, together with the programme of the meeting,
data about the duration of the stay and the way of financing the delegates.
The invited country shall, before the expiry of the indicated term, report whether the invitation is accepted; it shall also deliver
the list of the delegates as well as the topics and thesis or full texts of their reports.
Article 8
The two parties may invite scientists of the research institutions and university professors in order to give lectures, hold consultations
and carry out surveys as visiting scientists and visiting professors for short periods.
III. EXCHANGE OF MATERIAL AND PUBLICATIONS AND HOLDING
OF SCIENCE EXHIBITIONS
Article 9
The two parties shall exchange information on the organization of scientific research work, data about the scientific institutions
and scientists as well as information and materials of interest.
Article 10
The two parties shall assist in the publication of scientific papers, and the results and development of scientific work of the other
country in their countries’ scientific periodicals.
Article 11
The two parties shall mutually support the acquisition of the scientific equipment, literature, microfilms, photocopies and other
necessary material for scientific research and also, whenever feasible, organise science exhibitions.
Article 12
The two parties shall encourage the cooperation among scientific libraries and scientific institutions in the exchange of books, periodicals
and bibliographies.
Article 13
The two parties shall encourage the direct cooperation among those Yugoslav and Indian institutions whose activities include publishing
of scientific literature.
IV. FINANCIAL DEFINITIONS
Article 14
The financial obligations of either party shall be settled by biennial programmes mentioned in Article 3 of this Agreement.
V. FINAL DEFINITIONS
Article 15
This Agreement shall come into force on the date of approval by the competent authorities in both countries but will be applied from
the date of signature.
Article 16
The programmes of scientific cooperation between the two parties shall be signed for a two year period alternately in Belgrade and
New Delhi by the authorized representatives of both countries.
Article 17
The Agreement shall remain in force for a period of five years and thereafter until one of the parties shall give notice of its intention
to terminate the Agreement; the Agreement shall in this case nevertheless remain in force until the expiration of the current biennial
programme.
Article 18
The definitions of this Agreement can be altered at any time wholly or partially, if both the parties confirm it.
This Agreement is signed on the First Day of March, Nineteen hundred and Sixty-six in three equivalent copies in English, Hindi and
Serbo-Croat, all the three texts being equally authentic.
