Dear Dr THAPA
I have the honour to acknowledge the receipt of your letter No.2/bLDG./7/1 of even date which reads as follows :
“Dr Pushkar N Pant had in his letter No. PO22/3545 dated the 28th October 1965 conveyed HMG’s request for the preparation of a Master
Plan for the Pokhara Town so that the city develops in an orderly manner. I understand that the preliminary ground survey and the
preparation of the comprehensive Development Plan will cost about Rs.1.5 lakhs I.C. HMG Nepal will be grateful, if the Government
of India take early steps for the development of the detailed Development Plan with the funds means for Aid to Nepal. His Majesty’s
Government would be pleased to provide all necessary facilities with a view to expediting the completion of the Project and in particular
HMG will :
(I) ensure that the goods, materials, equipment, machinery and transport brought into Nepal, or moved from one plance to another
within Nepal, are exempt from duties, taxes, cesses and import-licensing requirements of any kind. The exemption shall also extend
to the transport and Indian-based personnel working for the project;
(ii) provide foreign exchange, if any, required for the implementation of the Project;
(iii) make necessary security arrangements for the production of the personnel, material and equipment etc. at the disposal of the
staff engaged on the Project; and
(iv) assume, in the event of legal action arising from activities undertaken in pursuance of this Project, full responsibility for
the defence of such action in Nepal and will make responsibility for the execution of the Project and will ensure immunity, from
garnishment or any other legal process, of title to all contributions made for or property derived from the execution of the Project.

2. I have the honour to confirm that the Government of India agree to allocate necessary funds mentioned above, and on the basis of
the terms and conditions and facilities detailed above, to assist, at the request of HMG of Nepal in preparing a Master Plan for
the Pokhara Town. Your letter and my reply thereto shall constitute an understanding between the Government of India and His Majesty’s
Government of Nepal, which shall come into force with effect from today’s date.
