Letter from the Ambassador of India to
Foreign Minister of Combodia (in English)
No. PHN/221/1/69-II.

Your Excellency,
I have the honour to refer to multilateral Agreement on Administrative Arrangements for the Prek Thnot (Cambodia) Power and Irrigation
Development Project dated 13th November 1968 to which your Government and mine, among others, are signatory and to propose that the
contribution of the Government of India to the execution of the Project shall be as set out below:
The Government of India will supply five fixed wheel gates for the division weir complete including frames, hoists, controls and
counter weights to be delivered c.i.f. Sihanoukville, to designs to be mutually agreed between the Central Water and Power Commission
of India and the Snowy Mountains Hydro-Electric Authority of Australia in its capacity as Consulting Engineer to the Societe Nationale
des Grands Barrages which has been designated by the Royal Government of Cambodia as the Employer.
The contribution will be made from Indian goods and services and the Government of India will not be required to bear any additional
expenditure by way of duties, customs or any similar levies imposed by the Royal Government of Cambodia. The items will be delivered
according to the following programme :
All embedded parts by the 1st December, 1970.
The five units each consisting of a gate, hoist, control and counter weights between 1st January 1971 and 1st May 1971.
The Government of India will endeavour to improve the delivery time by three months.
In addition the Government of India is ready to make available the services of Indian experts, if required, on terms to be mutually
agreed between the two Governments.
I have the honour to suggest that if the foregoing proposals are acceptable to the Royal Government of Cambodia, the present letter,
together with Your Excellency’s reply in that sense, shall constitute an Agreement between our two Governments which shall enter
into force on the date of your reply.
I avail myself of this opportunity to renew to Your Excellency the assurances of my highest consideration.

I have the honour to acknowledge receipt of Your Excellency’s letter dated May 21, 1969 which reads as stated below :

I have the honour to confirm to your Excellency that the above mentioned proposals receive full agreement of the Royal Government
of Cambodia and that the latter considers Your Excellency’s letter and the present reply as constituting between our two Governments
an Agreement, which shall enter into force as of today’s date.
