Excellency,
Following the discussions which you have had with Mr Bhagat, Minister of Foreign Trade of India for increasing commercial exchanges
between India and Belgium, I have the honour to propose the following :
(I) Ad ad-hoc mixed Belgo-Indian Committee shall be instituted with a view to :
(a) studying the scope for industrial cooperation mainly for promoting the use of specific products and/or components and parts
from India;
(b) examining the present difficulties in promoting imports from India in these sectors and to explore solutions thereto;
(c) studying specific areas in which marketing assistance by Belgium could further such co-operation;
(d) considering the possibilities for co-operation between the two countries in promoting exports to third markets.
(ii) The Committee will meet as often as considered necessary and the dates of its meetings shall be fixed through normal diplomatic
channels. Outside the official sessions of the above Committee, there shall be normal diplomatic contacts for promoting the work
of the mixed Committee.
(iii) Whenever necessity is felt the representatives of interested organisations, associations or enterprises could be invited to
participate in the capacity of experts uncertain deliberations of the Committee. When deemed necessary the said Committee could
also appoint ad-hoc working groups for the purpose of studying specific problems.
(iv) The mixed Committee shall make suggestions and proposals to the authorities of each of the two countries with a view to attaining
the objectives enumerated in (I) above.
I shall be glad if you could kindly confirm that the above suggestions have your acceptance, and that this exchange of letters constitutes
an Agreement between our two Governments.
