Dear Shri Thapa,
I have the honour to acknowledge your letter of even date which reads as follows :
“His Majesty's Government are glad to note that the Sonauli, Pokhara Road, which was taken up for construction by the Indian Cooperation
Mission under an Agreement signed between His Majesty's Government and the Government of India on 25th August 1964, has been completed
except for the bridge on the River Gandaki. You would kindly recall that the question of maintenance of major Indian aided projects
was discussed at the Third Aid Review Talks held in December 1968, and the Indian side had indicated its willingness to assist in
the maintenance of major projects after their completion for a period to be mutually agreed upon, should His Majesty's Government
of Nepal so desire. The Nepalese side, agreeing with this, had indicated that His Majesty's Government would required assistance
for about two years for the maintenance of such major projects after their completion.
In pursuance of this understanding, I am to convey His Majesty's Government's request to the Government of India through you to assume
the maintenance liability of the Sonauli-Pokhara Road, except the bridge on the River Gandaki, for a period of two years from July
1, 1970. His Majesty's Government understand that the cost of maintenance of this road from July 1, 1970 to 13th June, 1972 would
be Rs. 76.33 lakhs (Rupees seventy six lakh and thirty three thousand only) in Indian Currency, His Majesty's Government would be
pleased to continue to extend for this purpose all the facilities that were provided in the main Agreement for the construction of
this road”.
2. On the basis of this request and assurances contained in His Majesty's Govenment’s letter as above, the Government of India agree
to maintain the Sonauli-Pokhara Road at a cost of Rs. 76.33 lakhs in Indian Currency for a period of two years from 1.7.1970 to 30.6.1972.
Your letter and my reply thereto shall constitute an understanding between the Government of India and His Majesty's Government
of Nepal and which shall be deemed to have come into force with effect from July 1, 1970.
Please accept the assurances of my highest consideration.
Yours Sincerely,
