Moscow, 18 June 1971 The Government of the Republic of INDIA
AND
The Government of the UNION OF SOVIET SOCIALIST REPUBLICS,
REALISING the mutual benefit accruing to both the countries by the development of scientific and technical cooperation in agriculture
and animal sciences,
DESIRING to strengthen the scientific contacts between the two countries in important brashness of their economy,
TAKING into account that such cooperation will lead to further strengthening of the friendly relations which already exist between
the Republic of India and the Union of Soviet Socialist Republics,
HAVE agreed as follows :
Article I
The two sides undertake to promote scientific and technical cooperation between the Republic of India and the Union of Soviet Socialist
Republics in the field of agriculture.
The concrete subjects of this cooperation will be determined by mutual agreement by the competent authorities of the two Sides.
Article II
Scientific and technical cooperation in agriculture and animal sciences will be effected in accordance with the laws and regulations
in force in the Republic of India and the Union of Soviet Socialist Republics by means of exchange of visits of scientists and specialists,
exchange of samples of seeds, planting materials, strains, preparations and chemicals, technical documents, information as well as
by means of organizing bilateral scientific and technical symposia and discussion.
Article III
The two sides area that the scientific and research institutes through which the said cooperation will be effected can exchanges
scientific and technical information and literature as well as samples of seeds, planting materials, strains, preparations and chemicals
in accordance with the laws and regulations in force in both countries
Article IV
The cooperative endeavor as visualized in Articles II and III of the present Agreement will be made in accordance with annual working
plans which will be formulated by the competent authorities of the two countries in consultation with each other. The annual working
plans shall indicate the fields of cooperation and the programme of work to be undertaken during a particular year.
Article V
The Side deputing scientists and specialist (whose exchange is agreed by the two Sides) will pay for their fare to and for while
the receiving Side shall bear the expenses of their stay on conditions agreed upon between the competent authorities of both sides.
The conditions on which scientists and specialists will be deputed by one Side on the special request of the other Side with a view
to render assistance or other services to the latter will be defined by corresponding contracts.
Article VI
Supply of machinery, equipment and materials necessary for the implementation of the programme of cooperation will be made on conditions
mutually agreed upon by the two Sides.
Article VII
The competent authorities of the two sides will periodically meet in Moscow and Delhi alternately for reviewing the results of the
implementation of the present Agreement and preparing the working plan for the forthcoming period.
Article VIII
The present Agreement shall come into force on the date of its signature and will remain valid for a period of five years.
By agreement between the two Sides the present Agreement may be extended in its period of validity as all as amended or supplemented.
The present Agreement may be terminated by wither Party upon 60 days notice in writing to Theater Party.
DONE at Moscow on June 18th, 1971, in two original sets each in the Hindi, English and Russia Languages all texts being equally authentic.
