EXCHANGE OF LETTERS CONSTITUTING AN AGREEMENT BETWEEN THE GOVERNMENT OF INDIA AND THE GOVERNMENT OF SWEDEN
REGARDING THE ESTABLISHMENT OF JOINT COMMISSION FOR ECONOMIC, INDUSTRIAL, TECHNICAL AND SCIENTIFIC COOPERATION

EXCELLENCY,

I have the honour to refer to the discussions between the Prime Minister of Sweden and the Prime Minister of India in June 1972 and subsequent discussions in Stockholm and New Delhi on the establishment of a Joint Commission for Economic, Industrial, Technical and Scientific Cooperation, and to state that the following understanding has been reached between the two Governments.

2. The Government of India and the Government of Sweden being guided by a common desire to strengthen further the relations between their two countries and being determined to explore the possibilities of mutually advantageous cooperation between India and Sweden in the economic, industrial, technical and scientific fields, agree as follows :

(a) An Indo-Swedish Joint Commission shall be established to investigate and identify the areas for closer cooperation between India and Sweden in the economic, industrial, technical and scientific fields.

(b) The Joint Commission shall review matters concerning economic, industrial, technical and scientific relations between the two countries. Special attention shall be paid to problems pertaining to information and communication between the enterprises and other bodies, private or governmental, in the two countries, inter alia, in the fields of technology and science.

(c) On the basis of its findings the Joint Commission may, within the competence, submit proposals to the two Governments.

(d) The Joint Commission shall be composed of representatives of the two Governments, assisted by experts whenever considered necessary. The Commission may appoint ad hoc working groups for studying specific questions.

(e) The Joint Commission shall meet at the request of either Government at a place and time to be decided upon through diplomatic channels. An Agenda shall be agreed upon prior to each meeting.

(f) The Joint Commission shall decide upon its own procedures, with due regard to the provisions to this Agreement.

(g) The aforesaid provisions shall be valid unless terminated by either Government by giving six months notice in writing.

3. I should be grateful, if you could kindly confirm that the above correctly sets out the understanding reached between us. I have the honour to propose that this letter and your reply thereto shall constitute an agreement between the Government of India and the Government of Sweden and shall come into force on the date of your reply.
