The Government of the GERMAN DEMOCRATIC REPUBLIC
INSPIRED by a common desire to establish and develop closer cultural relations, and
DESIROUS OF strengthening the friendly relations between India and the German Democratic Republic and Promoting mutual co-operation
in the fields of education, culture, science, sports, public health and mass media, have decided to conclude this Cultural Agreement
and for that purpose, have nominated their respective plenipotentiaries :

WHO, after having exchanged their full powers
HAVE agreed as follows :
Article I
The Contracting Parties shall endeavour to promote and encourage cooperation between universities, academies, schools and institutions
of higher learning, technical, scientific, technical, cultural, archaeological, sports and games institutions, laboratories and research
institutions, libraries, museums, institutions of journalism, mass media of communication and information. To achieve this objective,
the Contracting Parties shall in accordance with their respective laws and regulations, encourage :
(a) exchange of representatives, delegations and experiences in the fields of education, science, technology, art and culture, sports
and public health; and
(b) exchange of materials in the fields of cultural, science, education and sports, translation and exchange of books, periodicals
and other educational, scientific, technical, cultural and sports publications, documents, films, and as far as possible, exchange
of archaeological specimens.
Article II
The Contracting Parties shall encourage
(a) reciprocal visits of professors and experts for delivering lectures, study tours and conducting special courses, and
(b) reciprocal visits of representatives of educational, literary, scientific, technical, artistic, sports and journalists’ associations
and organisations and participation in congress, conferences, symposia and seminars.
Article III
Each Contracting Party shall endeavour to provide facilities and scholarships to study/specialisation to students, sportsmen and
scientific personnel of the other country in the institutions of higher education and research laboratories.
Article IV
Each Contracting Party shall offer their good offices to facilitate the mutual recognition by universities and other educational
institutions in the two countries of the degrees, diplomas and certificates awarded by them in accordance with the laws prevailing
in each country.
Article V
The Contracting Parties shall facilitate and promote :
(a) exchange of artistes, dance troupes and ensembles;
(b) organisation of exhibitions;
(c) exchange of films, documentaries, radio and television programme recordings and recordings on discs and tapes; and
(d) exchange of experts in the field of cinematography and participation in each other’s International Film Festivals.
Article VI
The Contracting Parties shall promote cooperation and encourage exchanges in the fields of sports and physical education.
Article VII
Each Contracting Party shall endeavour to ensure that text books and other educational materials compulsory for educational institutions,
do not contain any error or incorrect information about the country of the other Contracting Party.
Article VIII
Each Contracting Party shall encourage and support within the scope of its possibilities, the study of history, culture and languages
of the other Contracting Party.
Article IX
The Contracting Parties shall facilitate, in accordance with their respective rules and regulations, visits of tourists to each other’s
country in order to promote greater understanding and friendship between the two countries.
Article X
Visitors exchanged under this Agreement shall observe the laws of the host country.
Article XI
For the fulfilment of the objective of the present Agreement, a Joint Committee shall be established, in due course, consisting of
an equal number of representatives of both Governments and will meet at least once in every two years, alternatively in New Delhi
and Berlin. To the said Joint Committee, may be added representatives from the various Ministries concerned with the implementation
of the Agreement of the Contracting Party in whose territory the meeting is to be held, as well as the Diplomatic Mission of the
other Party.
The Joint Commission will be responsible for :
(a) keeping under periodical review the working of the Agreement in the two countries;
(b) advising the two Governments on the detailed manner of carrying out the Agreement;
(c) formulating educational, scientific and cultural exchange programmes and reviewing their progress;
(d) recommending to the Party concerned any items of interest to either Party in the fields within the scope of the Agreement; and
(e) generally advising the Government concerned as to the manner in which the working of the Agreement may be improved upon.
Article XII
The present Agreement shall come into force with immediate effect and shall be valid for five years and shall continue to remain
in force thereafter until the expiry of six months from the date on which one of the Contracting Parties shall give notice in writing
to its intention to terminate the Agreement.
IN WITNESS WHEREOF, the Plenipotentiaries designated earlier have signed the present Agreement and affixed their seals thereon.
DONE in duplicate at New Delhi, this the fifteenth day of January, 1973, corresponding to the twenty fifth day of Pausa of the Saka
Year 1894 in Hindi, German and English languages, all the texts being equally authentic, except that in the case of doubt the English
text shall prevail.
