EXCELLENCY,
The Government of India and the Government of Finland being guided by a common desire to strengthen further the relations between
their two countries and being determined to explore the possibilities of mutually advantageous cooperation in commercial and economic
fields agree as follows :
1. An Indo-Finnish Joint Commission shall be established to promote economic relations between India and Finland and to explore the
possibilities of mutually advantageous cooperation between the two Governments in the economic, commercial and other related fields.
2. The Joint Commission shall :
(a) Investigate and identify the areas of closer cooperation and means for increasing the scope of cooperation between India and
Finland and submit, on the basis of its findings, recommendations to the two Governments, and
(b) Review the progress achieved in the implementation of the recommendations made by the Joint Commission and other matters concerning
commercial and economic relations between the two countries.
3. The Joint Commission shall be composed of representatives of the two Governments assisted by experts, whenever
considered necessary. The Commission may, if necessary, appoint ad-hoc Working Groups for studying specific questions of interest
to both countries. The Commission shall meet at the request of either Government at a place and time convenient, to be decided through
diplomatic channels. An agenda shall be agreed prior to each meeting.
4. The Joint Commission shall decide upon its own rules and procedures.
5. These provisions can be terminated by either Government by giving six months’ notice in writing.
I shall be grateful if you would kindly confirm that the above correctly sets out the understanding reached between us. I have the
honour to propose that this letter and your reply thereto shall constitute an agreement between the Government of India and the Government
of Finland. The present Agreement shall enter into force 30 days from the date on which the two contracting parties have informed
each other by an exchange of diplomatic notes that their constitutional requirements for the entry. into force of the present Agreement
have been fulfilled.
