CULTURAL AGREEMENT BETWEEN THE GOVERNMENT OF INDIA
AND THE GOVERNMENT OF THE REPUBLIC OF GUYANA

Georgetown, 30 December 1974

TAKING note of the cultural affinities which have existed between the people of two countries,

INSPIRED by a common desire to establish and develop closer cultural relations in the spirit of the high ideals of the Constitution of the United Nations Educational, Scientific and Cultural Organisation, and

DESIRING to promote and develop in every possible manner such relations and understanding between India and Guyana, especially in the realm of culture, the arts, science, technology and education,

HAVE agreed to conclude the following Cultural Agreement :

Article I

The Contracting Parties shall endeavour to promote and stimulate cooperation between universities, academies, schools and institutions of higher learning, technical, scientific and art institutions, laboratories and research institutions, libraries and museums. To achieve this objective, the Contracting Parties shall encourage in accordance with their respective internal legislation :

(a) exchange of representatives in the field of culture, education, science and the arts and participation of delegations from their respective countries in Conferences in the fields.

(b) exchange of cultural, scientific and educational material, including translations of books, periodicals and other scientific, technical and cultural publications.

Article 11

Each Contracting Party shall provide scholarships to students from the country of the other party for studies in cultural technical, educational and scientific fields.

Article III

Each Contracting Party shall encourage exchange of technical and art exhibitions.

Article IV

Each Contracting Party shall encourage the dissemination of knowledge of the distinctive cultural patterns of the country of the other through radio, press and other similar mass media.

Article V

Each Contracting Party shall encourage exchanges in the field of sports and physical education.

Article VI

Both Contracting Parties shall facilitate exchanges in the following fields :

(a) performances by artistes;

(b) participation in each other’s international film festivals; and

(c) films, documentaries, radio and television programmes, and recordings on discs and tapes.

Article VII

Each Contracting Party shall endeavour to ensure that text-books and other educational publications prescribed for educational institutions do not contain any error or misrepresentation about the country of the other Party.

Article VIII

Each Contracting Party shall use its good offices to facilitate recognition by the universities and other educational institutions in its territory of the degrees, diplomas and certificates awarded by the universities and other institutions in the territory of the other and recognised by the Central Education Authority of that territory.

Article IX

The Government of India shall facilitate and encourage the study of Guyanese culture and civilisation through its academic and cultural institutions. The Government of Guyana shall facilitate and encourage the study of Indian culture and civilisation through its academic and cultural institutions.

Article X

Considering their common interest in the promotion of tourism and realising that mutual benefits can be derived from closer cooperation in this field the Contracting Parties,

(a) agree to take all necessary steps to encourage tourism and facilitate travel between the two countries, in accordance with their respective laws and regulations;

(b) agree to offer, on a reciprocal basis, technical assistance and expertise for specific projects in the contracts between the organisations engaged in the promotion and marketing of tourism; and

(c) further agree that reciprocal publicity arrangements should be introduced in their respective countries and gradually intensified using all available media of publicity.

Article XI

The present Agreement shall be subject to approval by the Contracting Parties and shall enter into force on the date of exchange of diplomatic notes on such approval.

The present Agreement shall continue to be in force until terminated by either Party by giving to the other a six months’ notice in writing.

IN WITNESS WHEREOF we the undersigned representatives, duly authorised for this purpose, have signed the present Agreement.

DONE in duplicate at Georgetown on this 9th day of Pausa 1896 (Saka) corresponding to 30th day of December, 1974 (A.D.) in Hindi and English languages both texts being equally authentic, except in case of doubt when the English text shall prevail.
