New Delhi, 18 February 1975The Department of Science and Technology, India and the Academy of Sciences, USSR, hereinafter called the Contracting Parties
RECOGNISING that benefits can accrue to both countries from the development of scientific exchanges and scientific cooperation;
WISHING to assist in establishing closer and more regular cooperation between scientific organisations and institutions of the two
countries;
TAKING stock of the useful experiment of scientific collaboration;
CONSIDERING the importance of the mutual exchange of scientists and based upon the desire to continue, develop and intensify the mutually
useful collaboration between the scientific institutions of India and USSR;
BEARING in mind the Agreement on Cultural, Scientific and Technical Cooperation between the Republic of India and the Union of Soviet
Socialist Republics dated February 12, 1960 and the Agreement on Applied Science and Technology signed on 2nd October, 1972 between
the two countries and without prejudice to exchanges under the two Agreement:
HAVE AGREED as follows :
Article I
The Contracting Parties agree to promote cooperation in scientific fields between the two countries on the basis of equality and mutual
benefit.
Article II
The main objectives of this cooperation is to provide broad opportunities for the Contracting Parties to combine their efforts in
working on major problems which may be effected, in particular, through
(1) exchange or scientific delegations, individual scientists, and information;
(2) arrangement of bilateral scientific symposia on problems of mutual interest; and
(3) joint development and work on problems of mutual interest.
Article III
The Contracting Parties will promote scientific exchanges and cooperation on mutually agreed subjects between scientific institutions
as are designated by the Contracting Parties.
Article IV
The Contracting Parties agree that the supply of equipment falls outside the purview of the present Agreement. In appropriate cases,
the Contracting Parties may agree in regard to the supply of equipment considered by them to be necessary for joint development and
implementation of joint research.
Article V
Expenses on travel of the scientists and specialists shall be borne by the sending country while the expenses for accommodation and
internal travel, local transport, medical fees and pocket money etc., shall be borne by the host country according to the terms to
be mutually agreed upon.
Article VI
The Contracting Parties will hold periodically in both countries alternatively meetings of their representatives to review programmes
of scientific exchange and cooperation and to consider other questions of principle arising in the course of implementation of the
present Agreement.
Article VII
The Contracting Parties agree not to divulge information obtained by them or their personnel under the present Agreement to any third
party without the specific consent of the party to which the information relates.
Article VIII
For the implementation of the present Agreement, the Contracting Parties shall elaborate the Working Programmes which may be modified,
if necessary through mutual consultation.
Article IX
The progress of various activities under the present Agreement shall be reviewed on the Indian side by the Indian National Science
Academy and other scientific institutions/agencies as may be designated by the Department of Science and Technology and on the Soviet
side by the Academy of Sciences.
Article X
This Agreement shall come into force upon signature and shall remain in force for a period of five years. Thereafter, it shall be
automatically extended for a further period of five years, if none of the Contracting Parties gives notice to the other Party of
its intention to terminate this Agreement one year before the expiry of the said period.
IN WITNESS WHEREOF the respective representatives of the two Contracting Parties have signed this Agreement.
DONE in duplicate on l8th day of February, 1975 in the Hindi Russian and English languages, all texts being equally authentic, but
in case of doubt the English text shall prevail.
