CULTURAL AGREEMENT BETWEEN THE GOVERNMENT OF INDIA
AND THE GOVERNMENT OF MEXICO

New Delhi, 23 July 1975

THE Government of the Republic of INDIA,

AND

The Government of the UNITED MEXICAN STATES,

INSPIRED BY a common desire to establish and develop closer cultural relations and

DESIROUS, of promoting and developing in every possible manner such relations and understanding between Mexico and India especially in the realm of culture, art, education including academic activity in the field of science, non-professional sports, and mass media of information,

HAVE agreed to the following :

Article 1

The Parties shall facilitate and encourage cooperation in the fields of culture, art, education including academic activity in the field of science, mass media of information and non-professional sports and games in order to contribute towards a better knowledge of their respective cultures and activities in these fields.

Article 2

The Parties shall encourage and facilitate :

(a) Reciprocal visits of professors and specialists for delivering lectures, study tours and conducting special courses;

(a) Reciprocal visits of representatives of educational, literary, scientific, artistic, non-professional sports, cultural and academic associations/organisations and participation in congresses, conferences, symposia and seminars;

(c) Exchange of materials in the fields of culture, science, education, sports, translation and exchange of books, periodicals and other educational, scientific, cultural and sports publications, and wherever possible and in accordance with national laws, exchange of art specimens; and

(d) Reciprocal facilities to archaeologists to gain experience of excavations as well as preservation and display of archaeological finds, and for purposes of training, as also in regard to exchange of replicas or casts.

Article 3

Each Party shall endeavour to provide facilities and scholarships to post-graduate students and teachers of the other country seeking to study in its institutions of higher education.

Article 4

The Parties shall examine through their competent institutions and according to the national laws of each country the diplomas, certificates and University degrees with a view to arriving at their equivalence.

Article 5

Each Party shall endeavour to present different facets of the life and culture of the other Party through the media of radio and television. With this end in view, the Parties shall exchange suitable materials and programmes.

Article 6

The Parties shall facilitate and promote :

(a) Exchange of cultural manifestation including art exhibitions;

(b) Exchange of films, documentaries, radio and television programme recordings and recording on discs and tapes; and

(c) Exchange of experts in the field of cinematography and participation in each other’s International Film Festivals.

Article 7

The Parties shall encourage visits of non-professional sports teams between the two countries and shall facilitate, subject to the National laws and regulations in force, their stay and movements in their respective territories.

Article 8

The Parties shall exchange information particularly that relating to history and geography, for the preparation of text-books prescribed for their educational institutions.

Article 9

Each Party shall welcome the establishment in its territory of cultural institutes or friendship associations devoted to educational and cultural pursuits by the other party or the Parties jointly, in accordance with its laws, regulations and general policy in this regard; . it being understood that prior clearance of the Government concerned would be obtained before any institution is established under this Article v.

Article 10

For the fulfilment of the objectives of the present Agreement, a Joint Committee will be established by the Parties consisting of an equal number of representatives of the two Governments, which shall meet every two years alternately in Mexico and India.

The Joint Committee will be responsible for keeping under periodical review the working of the Agreement in the two countries, formulating of exchange programmes and reviewing their progress, recommending to the other Party any item of interest within the scope of the Agreement and generally advising the Government concerned as to the manner in which the working of the Agreement may be improved upon

Article 11

The present Agreement shall come into force on the date the Parties notify each other of having fulfilled the requirements of giving effect to the Agreement. It shall remain in force for a period of five years and shall be renewed automatically thereafter for further periods of five years each time unless either Party gives to the other Party six months prior written notice of its intention to terminate the present Agreement.

IN WITNESS WHEREOF, the duly authorised representatives of the Parties have signed the present Agreement and have affixed their seals thereto.

DONE at New Delhi on this 23rd day July, 1975 (A.D) corresponding to the 1st day of Sravana, 1897 (Saka) in six originals, two each in Spanish, Hindi and English languages, all the texts being equally authentic. In case of doubt, the English text shall prevail.
