Power of Minister to limit expenditure previously authorized

6. Where the minister is specified-
(1) that receipt from taxes and taxes and other source will be less than the amounts anticipated to finance authorized expenditure; or
(2) that amounts originally appropriated for a particular purpose or purpose are no longer required,
