| (1) Without prejudice to any other law authorizing any expenditure, the expenditure of the Government which it is estimated will be rupees one hundred and sixty-nine thousand twenty-two thousand for the service of the period beginning on January 1, 1995, and ending on December 31, 1995, in this Act referred to as the "financial year 1995 " shall be met-
| | (a) from payments which are hereby authorised to be made out of the Consolidated Fund or any other fund or moneys of, or at the disposal of, the Government and | | |
| | (b) from the proceeds of loan which are hereby authorised on behalf of the Government, so however, that the aggregate of such proceeds does not exceed rupees ninety thousand six hundred and sixty-six million three hundred and ninety-seven thousand. | | |

| (2) The provision of subsection (1) of this section shall have law authorizing the raising of loans for and on behalf of the Government . |
