Quorum and Procedure at Meetings

5.
(1) The quorum for any meeting of the Board shall be three and, subject as aforesaid, the Board may regulate the procedure in regard to its meetings and the transaction of business at such meetings.
(2) The Board may act notwithstanding any vacancy among its members.
