| 4. No regulation made under this Law by the Minister shall become operative until such regulation has been approved by the National State Assembly and published in the Gazette: Provided that the Minister may make any regulation which he is empowered under this Law to make and the National State Assembly may approve such regulation and such regulation may be published in the Gazette at any time after the enactment of this Law and before the appointed date: Provided further that no regulation so made, approved and published in the Gazette shall become operative before the appointed date. |
