| 13. The Board may establish its own departments or agencies for the purpose of any work of planning, designing, construction or operation, or make contracts or other arrangements for such purposes with Government departments, local authorities, educational and research institutions, or any other person: Provided, however, that the Board shall not, without the prior sanction of the Minister, enter into any such contract or arrangements with any individual or firm not resident in Ceylon or with any company not formed and registered in Ceylon. |
