14. The Minister may make regulations-
(a) in respect of any matter for which regulations are authorized or required to be made by this Act, and |

(b) for the purpose of carrying out or giving effect to the principles and provisions of this Act. |

(2) Every regulation made under this Act by the Minister shall be published in the Gazette and shall have effect from the date of such publication or from such later date as may be specified therein. |

(3) Every regulation made by the Minister under this Act shall, as soon as convenient after its publication in the Gazette, be brought before the Senate and the House of Representatives for approval. Any regulation which is not so approved shall be deemed to be rescinded as from the date of disapproval and with-out prejudice to anything previously done thereunder. |

(4) Every such regulation shall on its taking effect as herein before provided have the same force and effect as if it were herein enacted, but shall cease to have such force and effect if it is not approved as required by subsection (3). |
