(1) Where, at the conclusion of the trial of a person charged with bribery before a District Courts the District Judge is of the opinion that the complainant has wilfully and with intent to harm that person made a false, frivolous or groundless allegation against him, the District Judge shall certify that opinion under his hand and transmit the certificate together with the record of the proceedings to the Attorney-General. |

(2) Where a certificate under subsection (1) is given in regard to an allegation of bribery made by any person, it shall not be necessary to obtain the sanction of the Attorney-General to institute civil proceedings against that person in respect of that allegation. |
