| 36. In case of necessity in order to meet unforeseen expenditure it shall at any time be lawful for the Bursar to prepare supplementary estimates of expenditure and for the Council to pass such estimates : Provided that such supplementary estimates shall not exceed the grant voted by Parliament for the financial year and no financial liability of a recurrent nature shall be incurred without the prior approval of the Minister in charge of the subject of Finance. |
