| 21. A person who is aggrieved by a decision of the Council on any objection considered by it under sub-section (4) of section 20 may, within fifteen days after the date of the notification to him of such decision, appeal in writing against such decision to the Minister. The decision of the Minister on any such appeal shall be final and conclusive. |
