48.
| (1) The Minister may make regulations for the purpose of carrying out or giving effect to the principles and provisions of this Act and in respect of all matters for which regulations are authorized or required by this Act to be made. |

| (2) No regulation made by the Minister under sub-section (1) shall take effect until it is approved by the Senate and the House of Representatives and notification of such approval is published in the Gazette. |
