13. Section 15 of the principal enactment is hereby repealed and the following section substituted therefor :-

A certificate issued by the General Manager to the effect that a sum of money is due to the Authority from the person specified in the certificate shall, if it purports to be signed by the General Manager or a person authorized by him in that behalf, be prima facie proof of the facts suited therein and shall be admissible in evidence without proof of the signature of the General Manager or the person authorized by him in that behalf.". |
